What does "unlimited calls" actually mean in VoIP?

"Unlimited" is a commercial plan, not a property of the technology: the provider includes a volume of calls in the subscription, usually with a fair use clause, so read the conditions before you compare offers. App to app calls over the internet can be free anyway; calls to ordinary fixed or mobile numbers pass through operator networks and are charged by destination and plan.
